Elevate was appointed by Vistry Group as the independent Commissioning Manager and Heat Network Guardian for a major residential development incorporating central energy plant, communal heating and domestic hot water distribution, together with the associated mechanical, electrical and public health services serving both landlord areas and residential apartments.

The appointment extended beyond conventional commissioning management to provide independent technical assurance throughout the commissioning process, ensuring that the communal heat network was delivered in accordance with the Employer's Requirements, design intent and recognised industry best practice, including the requirements of CIBSE Code of Practice CP1 – Heat Networks.

Acting on behalf of the Client, Elevate provided independent oversight of design development, installation quality, commissioning planning, integrated systems testing and final acceptance of the heat network, ensuring that operational performance, maintainability and long-term energy efficiency were fully considered before handover.

WORKS PROVIDED

  • Independent Heat Network Guardian throughout design and construction.

  • Review of heat network design against CIBSE CP1 principles and commissioning strategy for the communal heating system.

  • Development and coordination of the Commissioning Plan.

  • Review of flushing, water treatment and system cleanliness procedures.

  • Witnessing hydraulic pressure testing and network flushing, and thermal commissioning of the communal heating network.

  • Independent review of water balancing reports.

  • Review of controls philosophy and sequencing.

  • Coordination and witnessing of integrated Functional Performance Testing.

  • Acceptance testing of communal heat network installations against Employer's Requirements and CP1.

  • Review of HIU commissioning procedures and apartment commissioning and of O&M documentation and Systems Manual.

  • Management of commissioning defects through to satisfactory resolution.

  • Production of the Final Commissioning Report and Heat Network Acceptance Record.

  • Post-handover support, seasonal commissioning and warranty inspections.

Description of works:

The project incorporated a complex communal heat network serving residential apartments via centralised plant and distribution infrastructure, together with extensive landlord mechanical and electrical services.

Elevate acted as the independent technical authority responsible for coordinating and overseeing the commissioning process whilst ensuring that the completed heat network achieved the operational, efficiency and maintainability objectives established during design.

A significant element of our appointment involved implementing a structured acceptance process aligned with CIBSE CP1, including review of installation quality, flushing and water treatment records, pressure testing, system balancing, controls integration, functional performance testing and demonstration of operational performance prior to handover.

Working closely with the Client, design consultants, principal contractor and specialist MEP contractors, Elevate coordinated progressive commissioning activities across sectional completions whilst maintaining a comprehensive issues register and providing technical assurance throughout construction.

COORDINATING ACCEPTANCE TESTING

Acceptance testing extended beyond witnessing individual equipment commissioning and required integrated testing of the complete energy system.

Elevate developed structured Functional Performance Test procedures that demonstrated operation under both normal and fault conditions, including:

  1. Heat generation sequencing.

  2. Pump duty and standby operation.

  3. Differential pressure control.

  4. Weather compensation.

  5. Thermal store operation.

  6. Domestic hot water generation.

  7. HIU performance.

  8. Alarm and fault response.

  9. Building Management System integration.

  10. Energy metering verification.

IMPLEMENTATION

  1. Successfully fulfilled the dual role of Commissioning Manager and independent Heat Network Guardian.

  2. Delivered independent technical assurance throughout the commissioning lifecycle.

  3. Supported successful acceptance of the communal heat network in accordance with CIBSE CP1 principles.
